The estimated $80 Billion figure is derived from research conducted by the MIT Center for Transportation & Logistics and FreightWaves.
"Drivers spend an average of 2.5 hours waiting at each facility. This 'detention time' results in a loss of over 1.2 billion driving hours annually."
"On average, 30% of their potential compensated driving time is lost due to inefficiencies around shipping facilities such as appointment based live transfer of good and detention among others."

Direct operational expenses including driver pay, driver turnover, idle equipment, fuel while idling, loss of planned revenue, and more.
The revenue lost from idle time under dispatch or detention. This is most commonly caused by appointment based shipper schedules and extra time built into the trip for exceptions, both of which have a high liklihood to cause HOS issues that domino into rolled loads and even more idle time until a replacment load becomes available. These typically cause the 14-hour duty limitation to expire before the job can be completed.
